Regional centers

Six regional centers in Africa, East and South Asia and Latin America make up the backbone of the CLEAR program. Each center is hosted by a competitively selected academic institution, and provides innovative monitoring and evaluation (M&E) and performance management (PM) capacity-building services across each region.The CLEAR centers work to:

  • Enhance and foster demand for M&E and PM
  • Strengthen organizational capacity to produce and use evidence
  • Build critical professional expertise
  • Lead innovation in M&E and PM

CLEAR’s global learning objective is anchored by the regional centers, which generate innovative knowledge of and approaches to capacity development, and facilitate peer learning, and mentoring across regions on what works, what doesn’t, and why.

Latin America (Spanish Speaking) Brazil and Lusophone Africa
LAC Center, CLEAR, regional center Centro de Investigación y Docencia Económicas A.C. (CIDE), Mexico City, Mexico.Overview
The CLEAR center at CIDE supports the development of national and sub-national Monitoring and Evaluation (M&E) systems in the region to measure the effectiveness and results of public policies and programs. South Asia, CLEAR, regional centerSão Paulo School of Economics at Getulio Vargas Foundation (EESP/FGV).


The Center will work with governments and civil society organizations to support the development of national and sub-national M&E systems in Brazil and Lusophone Africa. The Center’s activities will include: developing innovative learning programs, supporting exchange of practical knowledge and learning among peers, providing advisory services and conducting applied research. The Center will also give special attention to working in the northeastern states of Brazil. It will also collaborate closely with the CLEAR Spanish-speaking Latin America Center based at the Centro de Investigación y Docencia Económicas (CIDE) in Mexico City.

East Asia South Asia
East Asia Center, CLEAR, regional center The Asia-Pacific Finance and Development Institute, Shanghai, China.

Asia-Pacific Finance and Development Institute (AFDI),headquartered in Shanghai with a branch office in Beijing, is a public institution directly under the administration of the Ministry of Finance, China. The AFDI was an initiative proposed by China under the APEC Finance Ministers’ Meeting to strengthen capacity building in the region through training workshop, forums and academic research. In 2004, Chinese President Hu Jintao announced that, the Chinese government would establish the Asia-Pacific Finance and Development Institute (AFDI), in order to continue China’s contribution to institutional capacity building in the Asia-Pacific region.Visit this Center’s website
South Asia, CLEAR, regional center Abdul Lateef Jameel Poverty Action Lab South Asia (J-PAL) at the Institute for Financial Management (IFMR), Chennai, India. In Partnership with the Center for Economic Research in Pakistan.Overview
The CLEAR South Asia Regional Centre is hosted by the Abdul Latif Jameel Poverty Action Lab (J-PAL) South Asia at Institute for Financial Management and Research (IFMR), India and the Centre for Economic Research in Pakistan (CERP). The Centre seeks to build capacity in the region for better monitoring, primary data collection and rigorous evaluation of ongoing programs through training, advisory, evaluations, and applied research. With a two pronged approach to build demand and supply for high quality evaluations, the Centre targets decision-makers at the highest levels as well as institutions and systems at the grassroots level. Anglophone Africa Francophone Africa
Anglophone AFR Center, CLEAR, regional centerUniversity of Witwatersrand Johannesburg (WITS), South Africa. In Partnership with the Kenya School of Government (KSG), and Ghana Institute of Management and Public Administration (GIMPA), Ghana.Overview
The Center is providing technical assistance for the Department of Performance Monitoring and Evaluation (DPME) at the South African Presidency in four key processes. First, they are contributing to the evaluation policy framework for the country. Secondly, they are organizing a research and learning workshop -in partnership with GTZ- related to diagnostics on country M&E systems in seven African countries. Thirdly, a training process to develop “champions” will be conducted, focusing on the basics of results-based management, institutional readiness assessments for M&E, and on managing evaluations. Finally, CLEAR is assisting in the development of a high-level three year plan for DPME, including the development of an overall results framework and indicators for the evaluation program.Visit this Center’s website
Francophone AFR Center, CLEAR, regional centerCentre Africain d’Etudes Superieures en Gestion (CESAG), Dakar, Senegal. In Partnership with the International Institute for Water and Environmental Engineering (2IE), Burkino Faso.Overview
CESAG responds to government and civil society needs and demands for relevant, applied, and innovative monitoring and evaluation (M&E) and performance management (PM) capacity-development services and help build a focus on results and a culture of evidence-based decision making. As an international higher education and training institute, 2iE provides training programs and courses in the areas of Water and Sanitation, Environment, Energy and Electricity, Civil Engineering and Mining industry, and Management Sciences. 2iE strongly values monitoring and evaluation practices.
