The Centre for Learning on Evaluation and Results (CLEAR) initiative is a global, multi-lateral partnership aimed at strengthening the capacity of developing countries to focus on results and evidence-based decision-making. Through a network of regional academic institutions the initiative has set up regional centres that will be responsible for leading innovation and learning on monitoring and evaluation (M&E) and performance management capacity building in various partner countries. CLEAR Anglophone Africa is hosted by the Faculty of Law, Commerce and Management, University of Witwatersrand, in partnership with the Ghana Institute of Management and Public Administration (GIMPA), which delivers CLEAR-AA’s work in West Africa. CLEAR AA seeks to develop and promote the use of evaluation in evidence-based policy-making to promote development and good governance in Africa.

At the heart of Twende Mbele is a belief that collaboration and peer-learning between African governments is likely to lead to better M&E systems, which have larger impacts on government performance. The Twende Mbele Programme currently involves six country partners (Benin, South Africa, Kenya, Ghana, Niger and Uganda), with two regional evaluation capacity development partners (CLEAR Anglophone Africa and the African Development Bank). These partners are learning from each other and more widely around how more effective monitoring and evaluation (M&E) systems at all levels of government can strengthen government performance. The name Twende Mbele is derived from the Swahili phrase which means “moving forward together”, and as a collaborative project, this name echoes the very heart of project. The African partnership between aims to increase demand, sharing, learning and collaboration on M&E in Africa.

CLEAR AA and Twende Mbele are offering an exciting opportunity for a postgraduate PHD student in their last year of study or a recent graduate to join a multi-disciplinary team in undertaking various research work in the field of monitoring and evaluation. The Post-Doctoral (M&E) Research Fellowship is designed to support the emergence of scholarship by stimulating M&E related research particularly in governance and public policy making. The successful candidate will be expected to play a critical role in advancing and helping carry out some of the research involved in the CLEAR AA and Twende Mbele research agendas, as well as supervising graduate students. The centre is inviting applications from scholars with outstanding capabilities who are interested in the field of monitoring and evaluation with a desire for an academic experience in research. It is expected that the incumbent will take up the position as a full time fellow for one year (renewal-based on performance and progress).
